  • CEO and Partner in Rig Co. International from 2009 to 2014. CEO and Owner of the Joseph Hale Company from 1998 to 2009. CEO and President of the Moffitt Oil Company from 1994 to 2002. President of UPS Truck Leasing Gulf Coast Division from 1992 to 1994

Starting in 1997 as a founder of The Joseph Hale Company and through the efforts of his own direct funded projects, Mr. Mitchell, along with his team has provided leadership and has advised hundreds of his clients. In a wide range of corporate finance transactions involving acquisitions, disposals and finance restructuring amounting to over $1 Billion.

Prior to founding Lake City, Mr. Mitchell was the Chief Financial Officer for Rig CO International, a global oilfield company responsible for helping nation states organize and develop newly deregulated oil exploration. During that time he formed a vision to develop a lodging company that could accommodate more than just the basic needs of oilfield workers and for the employees other industries that required their workers to be in the field and away from home for a long periods of time.

Mitchell and his wife currently reside in Comfort, Texas. Mitchell has three grown children.

Cost Accounting, Financial Planning & Strategy, Statistical Analysis.

Ms. Karin Scoccia joined Lake City Lodging, inc. in December of 2014. Through her duties as the secretary and treasurer for Lake City, Ms. Scoccia reports to the Chairman of the Board of Directors. She is responsible for preparing financial and management analysis reports for Lake City’s shareholders and bondholders and assembling packages for the quarterly board meetings.

Prior to joining Lake City, Ms. Scoccia was the Chief Financial Officer for _________company. She received a Bachelor of Business Administration degree in Accounting from ____________ State University. She is also a Certified Public Accountant.

Scoccia currently resides in Kerrville, TX and has two children.

margaretMargarett Mitchell

Director of Operations

  • Board Member of Lake City Lodging Inc.
  • 5 years experience in corporate purchasing and Operations Management
  • Developed the recruiting department for a large oil distributor out of Houston. 

Ms. Margarett Mitchell has been with Lake City Lodging, inc. since its inception in 2016, previously working for a similar entity owned and operated by LCL’s current management. Ms. Mitchell joined their team in the fall of 2011 and in her time with the company she has worked along side the CEO and COO to develop fluid functioning operating policy and procedure, as well as created and revised quarterly purchasing budgets as Head of Hospitality.  In her earlier years with the company, Mitchell was in charge of procurement of interior furnishings, linens and construction materials when employed as the company’s Procurement Manager. In addition, she has held the title of lead project manager for the design, re-design and new construction at all three of the company’s operation locations and is currently leading her team as the new Director of Operations for LCL, Inc.

Ms. Mitchell has traveled over seas several times on the company’s behalf, where she has overcome cultural and language barriers in order to source vendors and collaborate with manufacturers, architects and engineers. In January of 2015, Mitchell was tasked with creatively designing the best lodging product for the company’s guests at the most reasonable cost to the company. With the help of contracted Designers and Engineers, the end result was the creation of the company’s new modular camp model, the first of which is to be branded, Magnolia Lodge.

While attending Stephen F. Austin State University from 2006 to 2010, Mitchell earned a BS in Communication and minored in marketing, with a specialization in Journalism. She has found the planning and communication skills she learned there to be invaluable and credits them for much of her budding success. Mitchell is currently residing in Lake Charles, LA as the on-site Director of Operations for the company’s Gulf Coast Developments.


Judy Jordan


  • 32 years of experience as a Full Charge Bookkeeper
  • 8 years of experience as a Controller for Construction and Remote Accommodations

Judy Jordan joined Lake City Lodging, Inc. in August 2016, previously working for a similar entity owned and operated by LCL’s current management. Ms. Jordan joined their team in October 2012 as the Controller.

Prior to joining the LCL team, Ms. Jordan was owner of a Bookkeeping Service and was a Licensed Property and Casualty Insurance Agent.

Ms. Jordan and her husband currently reside in Center Point, TX and have 2 grown children and 1 grandson.


bobBob Walters

Director of Site Development

Mr. Robert Walters joined Lake City Lodging in February of 2016. Throughout his professional Career Bob Walters has managed multiple projects of high profile, domestically and internationally, that include a portfolio of government, hospitality and Fortune 500 clients.

As a seasoned builder and construction consultant, Mr. Walters has over 30 years experience in large construction and Heavy Haul transportation. His background is centralized in rig building. Mr. Walters has been involved with countless drilling rig construction projects over the years and has services clients in Russia, Brazil, Japan, South Africa and many Middle Eastern Countries. Mr. Walters’ experience in managing large crews is vast. At the peak of his time working as a private consultant, Walters had over 500 laborers and skilled technicians under his supervision.

Significant Projects Include:

  • Building of rigs in Saudi Arabia, Japan, South Africa, Midland, Texas
  • 30 years experience in heavy hall transportation

Walters’ responsibilities have included project estimation, procurement of services through bid solicitation, management of subcontractors, all while ensuring the completion and overall success of each project. Walters has been able to apply his experience in managing complex projects to his current role as Director of Site Development with Lake City Lodging, Inc., overseeing the construction process of their turnkey workforce housing sites under the Magnolia Lodge brand. His organization skills, attention to detail and dedication to exceeding client expectations are evident in every project, from initial design to final occupancy, allowing him to meet stringent timelines for multiple projects simultaneously.

Walters attended college for two and a half years where he studied to be a veterinarian. Walters and his wife currently reside in Comfort, Texas. Walters has one grown son.
